Evaluating the Impact of Migration Policies on Domestic Employment in Nigeria

Background of the Study :
Migration policies have significant implications for domestic employment by influencing the movement of labor across borders. In Nigeria, migration policies are designed not only to regulate the inflow and outflow of workers but also to address domestic labor shortages and skill deficits. Recent reforms have focused on attracting skilled migrants while protecting local employment opportunities and ensuring that migration contributes positively to economic growth (Olayinka, 2023). The interplay between migration and domestic employment is complex, as it involves balancing the needs of employers, the rights of migrant workers, and the interests of local labor markets.

Empirical studies conducted between 2023 and 2025 suggest that well-crafted migration policies can lead to improved job matching and innovation, as the inflow of skilled labor complements domestic human capital. However, there is also concern that lax migration policies may lead to job competition, potentially displacing local workers, particularly in low-skill sectors (Ibrahim, 2024). This study evaluates the impact of migration policies on domestic employment in Nigeria by analyzing policy reforms, labor market data, and employer and employee perspectives. The research seeks to understand how migration influences job creation, wage levels, and overall labor market dynamics, and to identify policy measures that can ensure a harmonious balance between migrant and local labor interests (Chukwu, 2025).

Statement of the Problem :
While migration policies are intended to bolster domestic employment by attracting needed skills, there is growing concern that these policies may inadvertently exacerbate job competition and lead to wage suppression in certain sectors. A major problem is the potential displacement of local workers, particularly in industries where low-skilled labor predominates. In addition, the inconsistent implementation of migration policies has resulted in regulatory ambiguities, making it difficult to assess their true impact on the domestic labor market (Oluwaseun, 2024). This situation is compounded by the lack of clear data on the extent to which migrant workers contribute to or detract from local employment opportunities, leading to conflicting narratives and policy uncertainties.

The disconnect between migration policy objectives and labor market realities calls for a rigorous examination of how these policies influence domestic employment. There is an urgent need to identify the factors that mediate the impact of migration on job creation and wage dynamics, including the role of sector-specific labor demands and regional economic conditions. This study seeks to address these challenges by providing an in-depth analysis of migration policy effects on domestic employment, thereby informing policymakers on how to strike a balance that maximizes the benefits of migration while safeguarding local job markets.

Scope and Limitations of the Study:
This study examines migration policies and domestic employment in Nigeria from 2015 to 2024. Limitations include data constraints on migrant labor statistics and regional disparities.

  • Domestic Employment: The availability and quality of jobs within a country’s labor market.

  • Skill Deficits: Shortages in the labor market where the available workforce lacks necessary skills.
